IBI Group was engaged by Southend-on-Sea Borough Council to masterplan the transformation of the Queensway Estate – a mixed-use but predominantly residential area located at a strategically important gateway to Southend’s town centre.

Improving quality of life through regeneration
IBI Group was initially engaged to enhance the Council’s approach and worked with officers and the council’s development consultants to determine a deliverable development option. IBI subsequently prepared an Outline Planning Application with full Environmental Impact Assessment to support the council in selecting a development partner through a Competitive Dialogue procedure.
IBI also supported the council’s community engagement with ‘Day in a Life’ workshops to explore how regeneration can bring real improvement to quality of life.
IBI’s work addressed complex engineering constraints to deck over part of the Queensway ring road, recapturing land for development. The resulting masterplan proposed up to 1,300 new homes with townhouses and apartments integrated into blocks around parking podia and communal courtyards to achieve efficient site utilisation. A new public realm is achieved by creating walkable links into the town centre and by activating street frontages throughout.
